In the first quarter of 2025, Jiuquan's private sector performed strongly, with the number of market entities reaching 169,500. Among them, 12 enterprises were ranked among Gansu province's Top 100 private companies.
The city has integrated private sector development into its medium- and long-term planning, as well as its high-quality growth evaluation system. A list of 20 specific support measures has been issued to provide practical services for private enterprises. In addition, Jiuquan has set up special funds for the development of small and medium-sized enterprises, offering incentives to high-performing firms.
To improve market access, Jiuquan has implemented national-level policies such as the "single list nationwide" and "entry unless prohibited" principles. The city has released 183 streamlined service items under the "two light, one exemption" initiative and launched a credit-based approval system that enables full-process handling of 388 administrative matters.
Jiuquan is also advancing reforms under the "complete one task efficiently" model, streamlining government services and cutting processing times. Approval times for pre-review of land use, site selection opinions, construction planning permits, and land use permits have been reduced from 20 working days to just two. The average number of application documents has also dropped to 3.26 per case.
Further measures — including full digitalization of transactions and one-day processing of utility access for electricity, water, gas, and heating — have made the business investment more efficient.
The city has also established business environment service stations, assigning 3,100 government officials to offer one-on-one assistance to enterprises. These stations have resolved more than 9,000 issues related to permits, financing, and other business challenges.
