Jiuquan in Gansu province reported 169,500 private market entities in the first quarter of 2025, highlighting significant growth.
To support this momentum, Jiuquan introduced measures to boost private enterprise, including a dedicated fund for small and medium-sized businesses. Companies with outstanding performance are eligible to receive direct incentives.
Frequent meetings with private business owners have led to a list of 20 practical support actions, aimed at making daily operations smoother. Clear divisions of responsibility help ensure that each measure gets implemented efficiently.
The city now hosts 45,200 private enterprises and 119,600 individual businesses, an increase of over 60 percent compared to five years ago.
To break down market entry barriers, Jiuquan established a long-term mechanism to review and eliminate restrictive policies. The city has also cut land use costs and simplified utility setups with same-day electronic transactions.
To improve service, Jiuquan set up business support stations supported by 3,100 government employees, offering one-on-one assistance. These teams have tackled over 9,000 issues related to financing and administration.
